Always a forward-thinking city, Baltimore was one of the few cities to establish a Living Dead Civil Defense as early as the 1830s. This map from 1836 shows the diligent work being done by Baltimore’s Zombie Civil Defense Council (the BZCDC) in clearly delineating areas that were Safe, Neutral, and Restricted. The only problem was that the Living Dead moved so quickly, these elaborate, color-coded maps were often useless after a few days, leaving them to be sold to tourists who did not know any better.
