In 1838, Washington DC was still a relatively small city, a federal town that included the existing cities of Georgetown & Alexandria. This meant taking on the infrastructure and existing monster-related problems of both cities, which in the case of the Georgetown Giant, led to a number of disruptions of Congressional sessions, and crushing of newly-built federal buildings.
